The National Capital Region, also known as Metropolitan Manila or Metro Manila, is composed of 16 cities and one municipality. It is considered as the smallest region in the country, the political, economic, social, and cultural center of the Philippines, and one of the more modern metropolises in Southeast Asia. The Metro Manila is situated on an isthmus bounded by Manila Bay to the west and Laguna de Bay to the south-east and divided by Pasig River that links the two bodies of water. The city lies on a wide flood plain that is one of the biggest in the country. The area is bounded by Bulacan to the north, Rizal to the east, Laguna to the south and Cavite to the southwest. Metro Manila houses 25.4% of total MSMEs in the country and accounts for 32% of the country’s Gross Domestic Product.

The birth of the Department of Science and Technology-National Capital Region (DOST-NCR) started with Secretary Estrella F. Alabastro’s issuance of DOST Special Orders No. 282 and 175, Series of 2001 and 2002, respectively assigning DOST-NCR Coordinator and DOST-NCR Point Persons from different DOST agencies to formulate, implement and coordinate S&T activities for NCR. In January 2004, Secretary Alabastro realized the merits of designating an Officer-in-Charge on a full time basis at DOST-NCR in the person of Dr. Teresita Fortuna who was officially appointed as its Regional Director by President Gloria Macapagal Arroyo in October 22, 2004. As the Department’s arm in extending its various programs and projects in the Metropolitan Manila, DOST-NCR then carries out and supports the mandate, functions, and institutional responsibilities of DOST at regional level. Although new in the service, DOST-NCR has brought an immense impact in promoting S&T services in the region.

DOST-NCR envisions of becoming the growth center for technological innovation and adoption, with S&T contributing significantly to enhance productivity and competitiveness of the industry, and providing solutions to technical problems in the National Capital Region

DOST-NCR will actively promote S&T in the region; provide technology based solutions and services to enhance productivity and global competitiveness and become instrumental in producing citizens capable of embracing the S&T culture as a way of life.

Provide technical assistance, consultancy services and training assistance to micro, small and medium enterprises to enhance productivity improvement, product quality and comply with environmental standards. Promote S&T based solutions to pressing technical problems in the National Capital Region. Promote greater S&T awareness and support leaders and policy makers. Strengthen DOST-NCR’s government-industry-academe linkages. Enhance DOST-NCR’s capability to deliver S&T services.
